Understanding Early Identification and Inclusive Support in Albanian Schools
A systems analysis of how additional learning and developmental needs are recognised, understood, supported and referred.
Every Child Thrives Education is undertaking an exploratory programme of work to understand how concerns about children's learning, development and participation are currently recognised and responded to within Albanian schools.
The purpose is not to begin with a predetermined solution. We want first to understand current practice: what works well and what difficulties arise, how professionals make decisions and where opportunities for strengthening earlier support may exist.
Early recognition matters because difficulties with learning, communication, attention, emotional regulation, sensory processing or participation may become more significant when the needs underlying them are not understood.
Albania has established structures for supporting and formally assessing children with additional needs. Our interest is in the period before and around formal referral: what happens when a teacher, school psychologist or family first becomes concerned?
We want to explore whether professionals have the information, processes and practical support they need to:
Recognise emerging needs
Understand the barriers affecting learning and participation
Respond within the classroom where appropriate
Review whether support is working
Refer for further assessment or specialist support when necessary
How are concerns about a child’s learning, development or participation first recognised in schools?
How do teachers and other professionals currently make sense of those concerns?
What support is typically provided before a formal referral or specialist assessment?
What influences the decision to continue classroom support, seek additional help or make a referral?
What prevents schools and professionals from responding as early or effectively as they would like?
What changes, resources or approaches could strengthen early identification and inclusive classroom support?
Listening to professionals
Speaking with teachers, school psychologists, education leaders and other professionals involved in supporting children in Albanian schools.
Reviewing the system
Examining existing policy, guidance, assessment and referral processes to understand how the current system is intended to work.
Understanding practice
Exploring what happens in reality when concerns about a child’s learning, development or participation first emerge.
Identifying opportunities
Bringing the evidence together to identify where earlier recognition and classroom-based support might be strengthened.
